The first, most likely scripted, was Queensland Premier Annastacia Palaszczuk\u2019s front row leap after Brisbane was awarded the right to host the 2032 Olympics.<\/p>\n<p>The second will be in response to Australia winning any medals.<\/p>\n<p>Palaszczuk\u2019s leap is also a plunge into an uncertain future.<\/p>\n<p>For the next 11 years there will be much debate about whether it\u2019s worth it.<\/p>\n<p>As this will be the 35th Olympiad, there is a lot we already know. Most Olympics cost a lot more than planned, and most lose money.<\/p>\n<p>An <a href=\"https:\/\/www.researchgate.net\/publication\/344409066_Regression_to_the_Tail_Why_the_Olympics_Blow_Up\">Oxford University<\/a> study found the Olympics is the world\u2019s most expensive mega event, with hosts\u2019 sports-related costs averaging US$12 billion and non-sports-related costs usually several times greater.<\/p>\n<h3>Most games cost more than planned<\/h3>\n<p>The researchers found that every Summer and Winter Olympics since 1960 has run \u201cover budget, at an average of 172% in real terms, the highest overrun on record for any type of megaproject\u201d.<\/p>\n<hr \/>\n<p><strong>Cost overruns at the Summer Olympics since 1976<\/strong><\/p>\n<figure id=\"attachment_4082\" aria-describedby=\"caption-attachment-4082\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4082 size-full\" src=\"https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/brisbane-stats.png\" alt=\"\" width=\"600\" height=\"217\" srcset=\"https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/brisbane-stats.png 600w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/brisbane-stats-300x109.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-4082\" class=\"wp-caption-text\"><a href=\"https:\/\/www.researchgate.net\/publication\/344409066_Regression_to_the_Tail_Why_the_Olympics_Blow_Up\">Regression to the Tail: Why the Olympics Blow Up, Oxford University 2020<\/a><\/figcaption><\/figure>\n<hr \/>\n<p>That average will climb after the staggering losses of Tokyo 2020-21.<\/p>\n<p>The Sydney Olympics may cast a nostalgic glow, but it didn\u2019t produce the promised ongoing tourist bonanza or long-lasting infrastructure.<\/p>\n<p>Some 17 years after the games NSW Premier Gladys Berejiklian flirted with the idea of <a href=\"https:\/\/architectureau.com\/articles\/sydney-olympic-stadium-saved-sydney-football-stadium-still-faces-wrecking-ball\/\">demolishing<\/a> its purpose-built stadium.<\/p>\n<p>Hosting the Olympics and Paralympics became such a loss-making proposition it severely reduced competition among bidding cities, leading the International Olympic Committee to award two games at once in 2017, handing the 2024 games to Paris and the 2028 games to Los Angeles.<\/p>\n<p>It dealt with Brisbane on the understanding there would be little competition.<\/p>\n<figure id=\"attachment_4078\" aria-describedby=\"caption-attachment-4078\" style=\"width: 350px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4078\" src=\"https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-725x1024.jpg\" alt=\"\" width=\"350\" height=\"494\" srcset=\"https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-725x1024.jpg 725w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-212x300.jpg 212w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-768x1084.jpg 768w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-696x983.jpg 696w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg-297x420.jpg 297w, https:\/\/idrottsforum.org\/forumbloggen\/wp-content\/uploads\/2021\/08\/kpmg.jpg 1000w\" sizes=\"auto, (max-width: 350px) 100vw, 350px\" \/><figcaption id=\"caption-attachment-4078\" class=\"wp-caption-text\"><a href=\"https:\/\/www.premiers.qld.gov.au\/publications\/categories\/reports\/assets\/2032-qld-games-economic-analysis-summary-report-final.pdf\">The Brisbane study claimed &#8217;intangible benefits&#8217;.<\/a><\/figcaption><\/figure>\n<p>With economic benefits from hosting games hard to find, backers and consultants point to \u201cintangible benefits\u201d, among them community spirit, civic pride, increased physical activity and volunteering, and better mental health, all claims made in the <a href=\"https:\/\/www.premiers.qld.gov.au\/publications\/categories\/reports\/assets\/2032-qld-games-economic-analysis-summary-report-final.pdf\">study<\/a> conducted for the Brisbane games.<\/p>\n<h3>\u2018Intangible\u2019 benefits<\/h3>\n<p>But just as most Olympics don\u2019t make money, few produce a sustained increase in participation in sport, of the Olympic kind or any other.<\/p>\n<p>Many people do indeed enjoy being in the Olympic host city during the event itself.<\/p>\n<p>Sydney 2000 and London 2012 were party central in my experience.<\/p>\n<p>They became urban carnivals in which strangers conversed unsuspiciously on public transport and in the streets. Even inveterate sceptics indulged in pantomime flag waving.<\/p>\n<p>But Olympic colour and noise can be deceptive.<\/p>\n<p>While sport is an important part of popular culture, a large part of the population abhors or is indifferent to it. Research I conducted with colleagues during the Sydney Olympics revealed a wide variation in perspectives across Australia.<\/p>\n<p>Many around the world think the Olympics are elitist and divisive, disrupting communities for the benefit of the born-to-rule Olympic family and well-heeled rusted-on fans.<\/p>\n<p>There is already some local opposition to the 2032 games in South East Queensland and many citizens need to be convinced of their worth.<\/p>\n<h3>The South East Queensland games<\/h3>\n<p>Every Olympics, we are told by hosts and sympathisers, will be different and better. It is always said that lessons have been learnt, in this case that Brisbane will remain within budget. Existing venues (some built for the 2018 Commonwealth Games) will be used wherever possible.<\/p>\n<p>The new facilities that are built are intended to be productive and viable, rather than white elephants. Despite its name this will be a regional rather than city-based event, claiming to spread its legacy benefits along Olympic-enhanced transport corridors.<\/p>\n<p>History suggests much of this will be wishful thinking. A major part of the aim is to recast Brisbane as an international city able to hold its own alongside Australia\u2019s current Olympic cities, Melbourne and Sydney.<\/p>\n<p>Brisbane 2032 will show a lot of people a good time. But questions of its legacy, good and bad, will take decades to resolve.<\/p>\n<p><!-- Below is The Conversation's page counter tag.
